Luís Mendão completed his studies in Biochemistry in 1983 at the Pierre and Marie Curie University, Paris VI.

He was diagnosed with HIV and hepatitis C in 1996.

He is currently the Executive Director of GAT – Grupo de Ativistas em Tratamentos, an NGO founded in 2001 that works in the fields of HIV, viral hepatitis, tuberculosis, and drug policy, focusing on prevention, early diagnosis, treatment, and support for people living with these infections.

He serves on the board of Coalition PLUS and WHA. He was also the founder and leader of SOMA-APA, the Anti-Prohibitionist Association.

Luís is a member of the European AIDS Treatment Group (EATG), where he previously served as Chair of the Board. He was also Chair of the HIV/AIDS Civil Society Forum at the European Commission.

In 2015, he was awarded the title of Commander of the Order of Santiago by the President of the Republic of Portugal, in recognition of his outstanding contribution to universal access to hepatitis C treatment.

In 2023, he received the Gold Medal of Health Merit from the Portuguese Minister of Health.

He has served as a community consultant for the WHO Regional Office for Europe, EUDA, ECDC, and EMA, and is a board member of the European HIV Prevention Alliance.

He is also co-coordinator of the Lusophone Community Health Network.
