Carla Toscano is graduated in Social Work in 1993 from the Institute of Social Work in Lisbon.
Coordinated a Community Intervention Project at Pedreira dos Húngaros Social Center – Community Intervention Unit for the Prevention of Drug Addiction between 1994 and 1997.
Coordinated the NOÉ Project – New Options in Combating Social Exclusion, with young people from Zone J in Chelas, between 1997 and 1998, promoted by the Portuguese League for the Disabled.
In 1999, she joined the team responsible for rehousing and managing the housing stock of the Municipality of Loures, taking on the coordination of these two areas between 2001 and 2010.
Coordinator of the Social Action Area of the Municipality between 2011 and 2022.
Coordinator of NPISA, from its creation in 2015 to the present.
