Holder of a Bachelor’s and Master’s degree in Law, Guilherme d’Oliveira Martins has received honorary doctorates from Lusíada University, the Aberta University, and the University of Lisbon (ISCSP), and is a Guest University Professor.

He served as Chairman of the Supervisory Board of Caixa Geral de Depósitos and was President of the Court of Auditors.

In the Governments of Portugal, he successively held the positions of Secretary of State for Educational Administration, Minister of Education, Minister of the Presidency, and Minister of Finance.

He was President of SEDES – Association for Economic and Social Development – and Vice-President of the National Commission for UNESCO. He was President of the Council of Europe’s committee that drafted the Faro Convention on the Value of Cultural Heritage for Society, President of EUROSAI – European Organisation of Supreme Audit Institutions and President of the Council for the Prevention of Corruption.

He served as the National Coordinator for the European Year of Cultural Heritage 2018 and is the author of several works.
