JOANA CANÊDO

Activist and Researcher in the Field of Drug Policy and Human Rights

PORTUGAL

Joana Canêdo is an activist and researcher passionate about drug policy and human rights, with a career dedicated to defending the rights of people who use drugs. She is currently a PhD candidate in Development Studies at ICS, where she studies the legacy of drug user movements and their struggles for recognition and justice.

She is a member of the Executive Committee of EuroNPUD, where she also coordinates local campaigns, and participates as a consultant in European projects. On the ground, she organizes and mobilizes communities through the collective MANAS, after having worked as a community worker at GAT and as a local coordinator at Metzineres, a pioneering safe space for women who use drugs.

Her work always brings together action-research, co-production, and social innovation, centering the voices of the most marginalized. With a degree in Political Science and International Relations and a master’s in Economics and Public Policy, she has spent the last 12 years working on and reflecting about harm reduction.

Her work is guided by the belief that no policy is fair unless it includes those directly affected, particularly women and other minorities.
