MEDICAL DOCTOR – SPECIALIST IN THE FIELD OF DRUG ADDICTION
PORTUGAL
General Practitioner, stationed at the Faro Health Center in the extension of the Medical Service to the Periphery in that municipality in the early 1980s, when health services were confronted with problems caused by and particularly relevant to drug addiction in the Algarve region.
Former President of SPTT (Service for the Prevention and Treatment of Drug Addiction) from 1997 to 2002 and President of the Institute on Drugs and Drug Addiction from 2005 until its closure.
Currently Director-General of theInstitute for Addictive Behaviours and Dependencies (ICAD), and National Coordinator for Drug Problems, Drug Addiction, and Harmful Use of Alcohol.
He was a member of the commission that proposed the first national drug strategy, approved in 1999, which included the decriminalisation of drug use.
Member of the Scientific Committee of the European Monitoring Centre for Drugs and Drug Addiction between 1997 and 2002, representing Portugal on its Board of Directors from 2005; he was elected its president in 2009, holding the position until the end of 2015.
In 2021, he chaired the Horizontal Drugs Group within the Council of the European Union; he also chaired the Pompidou Group of the Council of Europe between 2019 and mid-2022.
Awarded by President Jorge Sampaio with the rank of Commander of the Order of Infante D. Henrique, in 2008.
