Doctor in the General and Family Medicine Career, assigned to the Faro Health Center as a result of the Medical Service to the Periphery carried out in that Municipality in the early 80s, his career early on focused on the area of Drug Addiction, when Health services were confronted with the problems caused by them, which had particular relevance in the Algarve region.
He was President of SPTT (Prevention and Treatment Service for Drug Addiction) from 1997 to 2002 and President of the Institute on Drugs and Drug Addiction from 2005 until its dissolution.
Currently the Director-General of the Service for Intervention in Addictive Behaviors and Dependencies (SICAD), he is the National Coordinator for Drug Problems, Drug Addiction, and Harmful Alcohol Use.
He was a member of the committee that proposed the first national strategy to combat drug addiction, approved in 1999, which advocated the decriminalization of drug consumption.
He was a member of the Scientific Committee of the European Monitoring Centre for Drugs and Drug Addiction between 1997 and 2002; as Portugal’s representative on the Board of Directors of that European agency since 2005, he was elected its President in 2009, serving two terms that ended at the end of 2015.
In 2021, he chaired the Horizontal Drugs Group within the framework of the Portuguese presidency of the Council of the European Union; he chaired the Pompidou Group of the Council of Europe between 2019 and the end of 2022.
He was awarded the title of Comendador da Ordem do Infante D. Henrique in 2006, by Jorge Sampaio, then President of the Portuguese of Republic.
