Luis Mendão completed his studies in Biochemistry in 1983 at the University Pierre et Marie Curie in Paris.
He was diagnosed with HIV, AIDS, and hepatitis C in 1996.
He is currently the Director of Advocacy, Health Policies, and External Relations at GAT – Grupo de Ativistas em Tratamentos, an NGO founded in 2001 that works in the areas of HIV, viral hepatitis, tuberculosis, and drug policies, with the aim of preventing, early diagnosis, treatment, and support for people with these infections.
He is a board member of Coalition PLUS.
He represented Portugal and was the President of the CSF – Civil Society Forum on HIV, TB, and Viral Hepatitis at the European Commission and was the President of the EATG – European AIDS Treatment Group and the “Steering Committee” of the VIHPortugal Initiative.
In 2015, he was awarded the Commander with the Order of Santiago by the President of the Republic for outstanding services in providing universal access to hepatitis C treatment.
In 2023, he received the Gold Medal of Merit in Health from the Minister of Health.
He has been a community consultant for WHO Europe – Regional Office of the World Health Organization for Europe, EMCDDA – European Monitoring Centre for Drugs and Drug Addiction, ECDC – European Centre for Disease Prevention and Control, and EMA – European Medicines Agency.
