Manuel Ribeiro Cardoso is a medical doctor and a consultant in Public Health with the rank of Senior Assistant in Public Health. He holds a postgraduate degree in Occupational Medicine and Health Administration.
He is the Deputy Director-General of SICAD (Service for Intervention in Addictive Behaviors and Dependencies) since February 2012 and the Secretary-General of the National Forum on Alcohol and Health.
He has represented SICAD and the Portuguese government both within the European Union and at the WHO in monitoring the implementation of the WHO Global Strategy to Reduce the Harmful Use of Alcohol and the WHO Europe Action Plan.
He is the Project Leader for the AlHaMBRA (Alcohol Harm Measuring and Building Capacity for Policy Response and Action) Project, which is funded by the European Commission.
Manuel was the Executive Coordinator of the European Joint Action – RARHA (Reducing Alcohol-Related Harm). He serves as the alternate Portuguese representative on the Board of Directors of the European Monitoring Centre for Drugs and Drug Addiction.
He was a member of the Board of Directors of the Institute on Drugs and Drug Addiction from 2005 to 2012.
He was responsible for the Public Health Service at the Loures Health Center and coordinated the School Health/Oral Health Program from 2002 to 2005.
He served on the Board of Directors of the Service for the Prevention and Treatment of Drug Addiction from 1998 to 2002.
From 1991 to 1998, he worked at the Directorate-General of Health in the areas of School Health, Occupational Health, and Environmental Health, representing the country at various international forums, including the European Union. From 1985 to 1991, he worked as a public health doctor at the Odivelas Health Centers (where he completed his specialty internship) and the Amadora Health Center (where he served as the
health authority).
