Coordinator of the Task Force for the Implementation of the Municipal Plan for People Experiencing Homelessness

Paulo Santos holds a degree in Urban Planning from the Lusófona University of Humanities and Technologies in Lisbon (2004).

He has developed both practical and theoretical work in the field of urban and strategic planning.

He began his professional career at the Lisbon City Council in 2004, in the Department of Strategic Planning. Later, in 2008, he joined the Project Unit of the city’s Local Housing Programme, where he contributed to its development, monitoring, and co-authorship.

In 2014, he became Advisor to the Councillor for Social Rights at Lisbon City Council, João Carlos Afonso.

In 2017, he was appointed Director of the Department of Social Rights at Lisbon City Council, also taking responsibility for coordinating the Planning and Intervention Unit for People Experiencing Homelessness in Lisbon.

In 2020, he was appointed Director of the Task Force for the Implementation of the 2019–2023 Municipal Plan for People Experiencing Homelessness. In 2021, he was again appointed to coordinate the Planning and Intervention Unit for People Experiencing Homelessness in Lisbon — a role he continues to hold today.

He is currently also Director of the Task Force for the Implementation of the 2024–2030 Municipal Plan for People Experiencing Homelessness at Lisbon City Council.
