Paulo Santos is graduated in Urban Planning from Lusófona University of Humanities and Technology Lisbon (2004).
He has engaged in both practical and theoretical work within the field of urban planning and strategic development.
He began his professional career at Lisbon City Hall in 2004, within the Department of Strategic Planning. In 2008, he became part of the Project Unit for the Local Housing Program of Lisbon City, where he contributed to its creation, oversight, and co-authorship.
In 2014, he assumed the role of Advisor to the City Councilor for Social Rights, João Carlos Afonso. In 2017, he took on the position of Department Director for Social Rights at Lisbon City Hall. During the same year, he also coordinated the Lisbon Homelessness Planning and Intervention Unit.
In 2020, he was appointed to lead the Task Force for the Implementation of the Municipal Plan for People in Homelessness Situations 2019/2023 (a role he currently holds). In 2021, he was once again appointed to coordinate the Lisbon Homelessness Planning and Intervention Unit (NPISA).
