He is one of the main authors of the OECD Toolkit to Combat Homelessness and the OECD Monitoring Framework to Measure Homelessness. He holds a D.Phil. in Social Policy from the University of Oxford, where he researched the political economy of social assistance policies. Previously, he has worked for the Social Protection and Labour Unit at the World Bank in Washington, D.C. and for the United Nations Department of Economic and Social Affairs.
