Carmo Fernandes is the General Director of the Associação dos Albergues Nocturnos do Porto, a Private Institution of Social Solidarity (IPSS) founded in Porto in 1881. Its mission is to welcome and integrate people at risk of social exclusion, with particular attention to those experiencing homelessness.

She has developed her professional and volunteer experience in social and community intervention with vulnerable populations in both urban and rural contexts, in Portugal and in Africa, grounding her work in the principles of community development. In parallel, she has taken on leadership and management roles in social organizations, coordinated and trained multidisciplinary teams, facilitated strategic planning processes, and guided the creation and strengthening of territorial and thematic networks. 

She teaches postgraduate courses at the Catholic University of Portugal. She holds a degree in Pharmaceutical Sciences and attended the Master’s program in Development, Local Diversities and Global Challenges at ISCTE.
