Joaquim Fonseca is a psychologist. He began his work in the field of CAD in 1988 at the Drug Prophylaxis Study Centre in Lisbon. Since April 2024, he has coordinated the Health Prevention and Promotion Unit of the Integrated Intervention Department at the Institute for Addictive Behaviours and Dependencies (ICAD, I.P.).
Previously, he served as Coordinator of the Division for Intervention in Addictive Behaviours and Dependencies at ARSLVT, I.P. (2013–2023); Head of the Technical Support Unit of the Lisbon and Tagus Valley Regional Delegation of the Institute on Drugs and Drug Addiction (IDT) (2008–2012); Director of the Setúbal District Prevention Unit at IDT (2003–2007); member of the Operational Unit of the Community Intervention Department at the Portuguese Institute on Drugs and Drug Addiction (1999–2003); and part of the Research Team of the Planning and Coordination Office for Drug Control (1989–1999).
